The United States has looked inward throughout most of its history, preferring to avoid "foreign entanglements," as George Washington famously advised. After World War II, however, Americans became more inclined to break with the past and take a prominent place on the world stage. Much has been written about the influential figures who stood at the center of this transformation, but remarkably little attention has been paid to Arthur H. Vandenberg (1884–1951), who played a crucial role in moving the nation from its isolationist past to an internationalist future.

Vandenberg served as a U.S. senator from Michigan from 1928 to 1951 and was known in his early career for his fervent anti-interventionism. After 1945, he became heavily involved in the establishment of the United Nations and was a key player in the development of NATO. As chairman of the Senate Foreign Relations Committee during 1947 and 1948, Vandenberg helped rally support for President Truman's foreign policy―including the Marshall Plan―and his leadership contributed to a short-lived era of congressional bipartisanship regarding international relations.

Lawrence S. Kaplan is emeritus director of the Lyman L. Lemnitzer Center for NATO and European Union Studies at Kent State University and a professorial lecturer in history at Georgetown University. He is the author or editor of more than two dozen books, including NATO Divided, NATO United: The Evolution of an Alliance and NATO 1948: The Birth of the Transatlantic Alliance.

A Needed Appraisal of a Key Republican Foreign Policy Leader

Kaplan draws on his long career writing about international affairs to offer a useful biography of Senator Vandenberg, one of the most important voices for a bipartisan, internationalist foreign policy in the immediate aftermath of the Second World War. This book fills an important niche for the study of American foreign policy in the Twentieth Century, and contributes to the understanding of one of the key architects of Republican mainstream orthodoxy on international relations. For too long Vandenberg's critical contribution to the postwar global system, and to the Republican shift away from isolationism, has received inadequate attention. This biography is most timely in light of current debates on the role of the United States in the world and the challenge of sustaining democratic capitalism. I found it to be a good read, with interesting perspectives on the founding of the United Nations and on Senator Vandenberg's dark horse presidential candidacies during the New Deal.

An important book on foreign policy and the U.S. Senate

An important new book on an important United States Senator - Michigan Republican Arthur Vandenberg. Lawrence Kaplan traces Vandenberg's evolution from a committed isolationist to an influential internationalist, a "conversion" that provided Vandenberg an unusual, even unprecedented, role in helping shape U.S. foreign policy from Pearl Harbor to the birth of NATO.

In an age when bipartisanship seems to be a quaint relic of the past, Kaplan's book reminds us that Vandenberg could be a very partisan Republican, but still find a way to cooperate with Democratic presidents on foreign policy issues. More American politicians would do well to emulate Vandenberg's admonition that partisan politics should stop at the waters edge. This is an important addition to the scholarship of U.S. foreign policy in the 20th Century, as well as the history of the Senate.
